Richard Florida has been worried about talent shift. Two things are happening: Countries such as Canada, Australia, and New Zeland are going after USA best and brightest. In other Countries, the best and the brightest are staying.
In my opinion the important core of USA ingenuity is not USA ingenuity, and it is the ability to attract the world’s best people. This month many people from countries with low rates of immigration to the United States applied for Diversity Visa lottery. The new things this year is that it is added a new requirement for the applicants:
Qualifying Occupations
The law and regulations require that every diversity visa entrant must have at least a high school education or its equivalent or have, within the past five years, two years of work experience in an occupation requiring at least two years' training or experience.
This new requirement shows that America is interest to attract qualified and experience people.

I agree with you but want to add something.First, the other countries, which accept immigrants such as Canada,Australia,New Zealand,also apply similar rules to get the most talented people of developing countries and this isn't any new thing.They always pay attention to this point.As something new,it is possible to say that they were also accepting ordinary people due to old good days but things have changed recently and they open the doors only for qualified persons from certain countries,not from all as it was before.Second,there are also some countries which became very successful in creativity and thus in socia-economic and cultural development by their own people.The best examples for this group are Japan and Germany.
